Wroclaw Spatial Information System

One of the key information about the city is the information about space, spatial objects and spatial relations that occur between them.

The collection, analysis and distribution of this type of information is the task of Geographic Information Systems (GIS).

The aim of Wroclaw Spatial Information System, that has been created for several years, is acquisition, processing and presenting data concerning the spatial information and accompanying descriptive information about the objects of our city.

That is how an enormous amount of so far scattered data could be collected in one place and presented in a way that significantly simplifies any analysis.
SIS is constantly supplemented and updated, becoming the basis for planning all activities related to the management of the city, and on the other hand providing interested parties with complete and multidimensional data about urban space.

The objectives of Wroclaw Spatial Information System are:

• creation, coordination and use of spatial data sets that are necessary for the city tasks execution (for example the construction of three-dimensional terrain and buildings model used for the accomplishment of Acoustic map, urban analyses and possible flood simulation).
• facilitation of access to crucial spatial information for citizens and investors through:
  • standardization of land use categories in local development plans that will facilitate the interpretation of plans records and the process of searching parcels of a specific land use
  • disclosure the full range of spatial planning information through the advanced system of Wroclaw on-line maps (including local development plans, study of Wroclaw spatial development, information about land ownership and parcels numbers and borders).
• improvement of the local government operation in the range of:
  • spatial development – by implementing the new methods for plans presentation and notation and by supporting the whole process of preparing the local development plans,
  • modernization of the process of making administrative decisions that are crucial from the investor’s point of view
  • risk and disaster management- by integration of different spatial databases crucial for ensuring the safety of citizens.
• building the web services directed to both public and private recipients,
• development of information society through open access to multiple spatial data of Wroclaw and (as the system will be evolving) access to selected resources with rights of copying and processing.

From the functional point of view the Wroclaw Information System enables the local government inter alia:

• convenient and universal search of information concerning the selected location in urban space (an object) or group of objects (with common attributes) both descriptive and geographic (spatial),
• getting the analysis, reports, summaries allowing to quickly obtain processed information,
• performing simulation and modeling of processes and changes regarding Wroclaw (transport, population movements, flood risk etc),
• easy to interpret spatial information presentation (also 3D views),
• analyzing the history of changes of crucial spatial datasets in the system.

The open architecture allows to include to the system not only the numerous units of Wroclaw Municipal Office or Municipality of Wroclaw but also other entities of public administration.

An important step in the process of Wroclaw Information System construction was the realization of European funds co-financed project called - "Wroclaw Public Spatial Information System".

Total project cost amounted to 3320459.36 PLN, of which 3187613.66 PLN are the eligible costs.
75 % of the eligible costs were subsidized by European funds in amount of 2390710.25 PLN (all amounts are gross).
